The Togliatti-Odessa pipeline for the transport of ammonia through Russia and Ukraine.[1]

The Togliatti-Odessa ammonia pipeline is an above-ground pipeline with a total length of 2195 kilometres and a capacity to transport 2.5 million tonnes of ammonia per year.[2]

On 5 June 2023, a section of the Togliatti-Odessa ammonia pipeline in the Kharkiv[wp] region was damaged. The transit of ammonia via this route had been suspended since 24 February 2022 due to the situation in Ukraine and the closure of shipping on the Sea of Azov[wp] to ensure the safety of people living in the area of the ammonia pipeline.

There are plans to replace the initially closed and later destroyed pipeline to Odesa[wp] with a pipeline to a new terminal[wp] in Taman[wp].[3][4]

Importance

Ammonia[wp] is one of the most widely produced chemicals and the basic material[wp] for the production of all other nitrogen compounds. Most of the ammonia is processed into fertilisers[wp], in particular urea and ammonium salts.[5] The Togliatti[wp]-based company TogliattiAzot[wp] (Russian: ТольяттиАзот) is a Russian chemical company that is described as the world's largest producer of ammonia.[6] The ammonia pipeline built in the 1970s pumped around 2.5 million tonnes of ammonia a year into the port of Odesa[wp], from where it was exported all over the world by ship.[7]

Damages

On 5 June 2023, a section of the Togliatti-Odessa ammonia pipeline in the Kharkov region[wp] was damaged. The transit of ammonia via this route had been suspended since 24 February 2022 due to the situation in Ukraine and the closure of shipping in the Sea of Azov[wp] to ensure the safety of people living in the area of the ammonia pipeline.

Alternative plans

There are plans to replace the pipeline to Odesa[wp], which was initially closed and later destroyed, with a pipeline to a new terminal[wp] in Taman[wp].[3][4]

Reports

Quote: «TogliattiAzot (Russian: ТольяттиАзот) is a Russian chemical company that has been described as the world's largest ammonia producer.[4][5] It is headquartered in Tolyatti[wp], Russia.

The main ammonia plant in Tolyatti was constructed as a joint project of the Soviet Government and Armand Hammer[wp]. TogliattiAzot started operations in 1979.[6] The Tolyatti–Odesa ammonia pipeline, the longest ammonia pipeline in the world, is operated by Transammiak. A marine ammonia terminal is under construction at Port Taman near Taman[wp] in Russia.[7]

Following the severe financial difficulties experienced during the past 10 years by the city's other major employer, AvtoVAZ[wp], TogliattiAzot has been responsible for providing most of the services and social programs to Tolyatti, a city of 720,000 inhabitants.

TogliattiAzot is one of the largest taxpayers in the Samara[wp] region.», Wikipedia[8]

The report, citing experts from the German defence ministry claims that Ukrainians are sabotaging far beyond the line of contact in order to weaken the Russian forces. The report notes "participation of the Ukrainian side in the destruction of the pipeline [Togliatti-Odessa]" cannot be ruled out. It added that the facility was located in the territory controlled by the armed forces of Ukraine.», WION News[9]

Quote: «Russia has no illusions about the restoration of the damaged section of the Togliatti-Odessa ammonia pipeline, and the Russian side will not do this on Ukrainian territory, Deputy Prime Minister, head of the Ministry of Industry and Trade Denis Manturov told reporters.

"There are no illusions that it will be possible to restore the ammonia pipeline, because, as you understand, we will not be engaged in restoration on the territory [of Ukraine]," Manturov said on the sidelines of the St. Petersburg International Economic Forum.

"It's hard to predict what the Ukrainian side plans to do with it," the deputy PM said.

"We proceed from what I have already announced. These are not just plans, but clear actions related to the implementation of our project, meaning the construction of a terminal," Manturov said.

The construction of the terminal will take place in two phases. "The first stage will be ready at the end of this year, beginning of next year," he said.

A section of the Togliatti-Odessa ammonia pipeline in the Kharkiv region was damaged on June 5. The transit of ammonia along this route had been suspended since February 24, 2022 "due to the situation in Ukraine and the closure of navigation on the Sea of Azov to ensure the safety of people living in the area of the ammonia pipeline," Togliattiazot said at the time.»[10]

Russia's first ammonia export terminal in Taman, which is scheduled to be put into operation at the end of this year, will fully meet export needs of ammonia producers, Uralchem Board Chairman Dmitry Tatyanin said in an interview with TASS as part of the St. Petersburg International Economic Forum (SPIEF).
"The construction of a new terminal in Taman and its completion eliminates the problem of the Togliattiazot-Yuzhny ammonia pipeline being blocked. The Black Sea terminal with a transshipment capacity of 3.5 mln tons of ammonia will adequately meet the needs of producers," he said.
According to him, the first stage of the complex is designed for a cargo turnover of up to 2 mln tons of ammonia per year and will be put into operation at the end of 2023. The second stage is scheduled to be completed before the end of 2025 and will increase capacity of the new complex to 3.5 mln tons of ammonia and 1.5 mln tons of urea per year.
Russia currently relies on ports in neighboring countries to transship ammonia for export. At the same time, ammonia pumping through the Togliatti-Odessa transit pipeline was halted in February 2022. The explosion of an ammonia pipeline in the Kharkov region was reported in early June.
According to the Russian State Statistics Service (Rosstat), ammonia production in Russia fell by 14.4% to 17 mln tons in 2022.

The investment into a new terminal for handling ammonia under construction in Taman will amount to 50 bn rubles ($816 mn), Dmitry Mazepin, member of the Management Board Bureau of the Russian Union of Industrialists and Entrepreneurs (RSPP), Chair of the RSPP Commission on Mineral Fertilizer Production and Trading, Chairman of Uralchem Board, told in a meeting with RF President Vladimir Putin.
The group, which has among its assets Togliattiazot (TOAZ), a major ammonia producer, has been developing an alternative route to export ammonia via a new terminal under construction in Taman since 2021. At present, 500 people are engaged building the terminal.
"We hope that we will open the port in Taman[wp] by the end of 2023, and that will change the situation where the Russian Federation - a major producer of ammonia for as long as the country has existed - has been left with... Well, not a single ammonia transshipment port has been built, and we are tied down, or dependent on other countries that have such ports," the Kremlin press office quotes Mazepin as saying.
