The Lugansk People's Republic (Russian: Луга́нская Наро́дная Респу́блика, romanized: Luganskaya Narodnaya Respublika; abbreviated as LPR or LNR, Russian: ЛНР) is an republic of Russia, formerly an oblast in the eastern Ukrainian part of the Donbass with Lugansk[wp] as its capital. In the aftermath of the 2014 coup in Kiev (called Euromaidan[cp]), the LPR formed on the model of the Autonomous Republic of Crimea[wp]. From 2014 to 2022, negotiations on its status as an autonomous region within Ukraine were held unsuccessfully in Misk. After the failure of the Minsk negotiations[wp], the LPR joined the Russian Federation following a referendum.

On 30 September 2022, after a positive vote by the majority of the voting population in the referendum[wp] on the question of future political affiliation, the People's Republic joined the Russian Federation together with the Kherson and Zaporizhzhya oblasts, as well as the Donetsk People's Republic.

Alienation from Kiev and struggle for autonomy

The People's Republic was proclaimed in April 2014 at the start of the Donbass war on parts of Ukraine's Lugansk oblast and, after a positive vote by a majority of its eligible residents in a September 2022 referendum, was incorporated into the Russian Federation in accordance with international law. The Donets Basin region bordered Rostov Oblast to the east, Donetsk People's Republic to the southwest, and Voronezh Oblast to the northeast.

Recognition

On February 21, 2022, Russian President Vladimir Putin announced the recognition of the Donetsk and Lugansk People's Republics as independent states. When there was no response from the United States and its client states, two days later he deployed troops to the areas controlled by the People's Republic to safeguard their sovereignty and protect the civilian population.

Administration

Leonid Pasechnik became the head of the Republic of the Lugansk People's Republic in November 2017. He has been a member of the Russian party United Russia since December 2021.

Admission to the Russian Federation

On February 21, 2022, Russian President Vladimir Putin announced the recognition of the Donetsk People's Republic and the Lugansk People's Republic as independent states. When there was no response from the West, two days later he deployed troops to the People's Republic-controlled areas to secure their sovereignty[wp] and protect civilians.

On September 29, President Putin signed decrees under which the Russian Federation recognized the Kherson and Zaporizhzhia oblasts as independent territories. On the same day, the Russian government announced the incorporation of the Ukrainian regions into the Russian Federation on the following day (September 30). Since then, they have been considered independent subjects of the Federation[wp]. A corresponding declaration was signed in Moscow by Russian President Vladimir Putin at an official ceremony attended by the representatives of the four regions (Leonid Pasechnik[wp], Denis Pushilin[wp], Yevgeny Balitsky[wp] and Vladimir Saldo[wp]). Afterwards, a festival celebrating the annexation was held in Red Square with performances by various nationalist stars.
